leaving aside the obvious responses.... I use wd40 to flush out rust and grit and debris and then use ordinary thin engine oil. I have no idea of the history of the bike in question, but I'd pull the right side cover off and see if the cable is rusty, sticky or just bent through a tight turn. Flush the cable out and see if it frees up and lube it. Then I'd strip and lube the lifter mechanism to see that it's free of decades old goop. I'd probably take the opportunity to clean and lube and adjust the lever and perch while I'm at it. If all the above check out to be fine, I'd check the clutch springs, but I'm guessing the cable needs replacing and everything needs to be lubed and adjusted.
