Fuel flows thru petcock with switch in any position

Hello, I'm having problems with the petcock on my '67 CL77. Fuel flows through it no matter what position the flow node is at. I have taken it apart but to be honest not really sure what I'm looking at and not sure if anything is wrong with any one piece or the whole thing.

Place the lever then the washer then the outer ring with screws. ..........lm
