Pilot jet and air screw have most effect on running at small throttle openings. That is correct, but the slow speed circuit works right through the rev range and has some small effect even at WOT.

Main jet sets mixture for WOT and at high revs. Needle and needle jet moderate main jet feed at mid throttle openings.

Just off idle is a combo of air screw/pilot jet and slide cutaway. The different circuits all overlap.
