OPS!
I miss read the problem. ....:-( .............lm

How ya have it routed?
Any tight bends or loops which causes the cable to drag in the sheath?
End of Rubber Grip contacting the end of the handle bar?
A bit of lube at the bar/throttle grip?. ..............lm

We need more info. What jets, what needle position, etc.? What is the state of the engine (rebuilt or not)? Did you check everything else (timing, float level, plugs, etc.)? Is the ignition system in good condition? Did you go thru the standard tuneup in the FAQ? What does the plugs look like?

Sometimes whenever I have a problem, I misdiagnose it and I end up fixing or chasing something wrong. In the end, it was something I just plain didn't check.

But to try to answer your question, it sounds like it is just running rich. That could mean many things. The jet is too big, the needle is too high, the air screws are in too much, the float level is too high. Poor throttle response could even mean the advancer is not working.

throttle response

Every thing is to LM's tuning specks. New Plugs points. motor has new pistons rings & valve job. carbs are rebuilt with kester kits for CB77 floats are adjusted as per LM's procedure. When I snap the throttle on quickly, after warm-up, it dosn't rev, hesitates or quits.

May I advise that ya need to Roll the throttle not snap it.
Even I can't tone one of these engines so that I can do that. ........lm

Yeah it will rev ok with a slow twist. I'm going to check float levels again. The plugs are'nt as brown as I like them, and maybe experiment with the needles, as the needle seats may be warn.
thanks,you guys for your input
