I'm not sure if you can get a firm grip with a small vise grip on it and hold on, if so perhaps you could use an air powered saw with a narrow (about a quarter inch wide blade) to cut it into smaller pieces, then retrieve the pieces. Actually there is quite a difference. The early pipe or grab bar has shorter tabs to secure to the fender. Also, the fender that corresponds to this early bar has built in screw threads the bar mounts into.
