Adjusting Valves and timing for my 67 CL77

Just installed new timing chain and valves in my 67 CL77 put it back together and now am having trouble setting both. When the motor is set at the "F" the mark on the cam is at 4 o'clock instead of 6 o'clock, did I do something wrong when re-installing the valves? Why is the cam so far off? First ti...
