Figured it out.

Spring is missing on the throttle speed screw. Whenever I rev the bike, it turns itself in and wont let the throttle slide down.

I have a 1968 CA160 that redlines after I start it. I bought the bike as a non-runner and did the following to get it started. Cleaned the carb. Set the floats to 19.5mm Flushed the gas tank.
