69 cb350 petcock

I am putting a petcock rebuild kit in and unsure of the order the parts re-assemble. I called myself making a diagram when I took it apart and now when it is assembled the lever is too tight. What is the correct assembly order of the lever assembly?

Do not let this stuff set in your tank overnight or any extended time.
The soda will settle to the bottom of the tank and turn to a hard soapstone. It is almost like concrete. It will be hard to get out.

Lots of play in throttle grip

Is there a way to adjust the throttle grip to get the play out of it? I don't see anyway to tighten the cable up on the carb. I can't even see it.
