The pins should spin 360 degrees with a screwdriver unless the head is still on the engine. If it is still on the engine the rocker pins will not come out past the cylinder/head studs.

Answers to questions:

-Correct, After getting the slides synched then adjust the idle screws.

-I was chasing the sync issues before even starting the bike so I can't tell you if that would cause popping like you are getting.

You got it. Thumb in one carb and pointer finger in the other (from the same hand) and work the throttle with the other hand. you should feel both slides open at the same time. There is a keeper missing that stops the sprocket from wandering into the starter clutch. Part number 28116-259-010.
