You must use the washers.

What is the point of those washers anyway, where they also used for the CB77's?

Maybe this could be ok?

Washers from the hardware store which I made conical using some basic tools.
Seems to fit OK on the spoke nipple.

Dimensions:
ID: 6.75mm
OD: 12.5mm
Thickness: 1mm

What side is supposed to be placed against the hub?

Old sprocket (38T).
Will be mounting new 37T sprocket, would be fine to have a slightly higher top speed.
Planning to keep the 13T at the front.

The flat side of the sprocket goes against the hub, do you really have a 13t front sprocket or was that a typo?

Even with standard 15/37 teeth the CL is quite low geared, with a 13 t front sprocket the engine must really be screaming. I've run with a 16t front and 37 rear with no problems at all, just keeps the engine revs that bit lower for the same road speeds. Don't assume that pulling higher gearing will make the bike faster though, could be quite the reverse. That said we're not really riding flat out on these old things (very often anyway) are we?
