I found a similar sized shim/washer from McMaster Carr and it looks like it will work just fine. It is slightly smaller in OD then the original but I don't think that will cause any problems. They come in packs of 25 so if anyone gets hard up for one let me know and I can send you one.

I just happen to be on the step of engine re-assembly that I am working on this exact piece. The parts manual drawing I have seems to indicate that the washer goes between the filter and the case half. That was my assumption from looking at the picture. It seems you put it between the filter and the outer engine cover. Are you sure that this is where the washer goes? I already put it between the filter and the case half, but I don't want to assemble it wrong, and now is my chance to get it right!

That is how I figured it out, I noticed that the sprockets werent aligned. A better parts manual drawing would have helped. Just spent a whole day fixing a coil with a wire broken off, on the stator and replacing the insulation on the backside which was falling apart. Just confirmed AC voltage when turning the crank with a drill. Sure is fun working on this engine, and its great to have help for those tough questions! Thanks again.
