Front brake hub problem

I'm helping my son rebuild a 1965 305 Dream. The front brake cable holder on the hub was broken so he bought a new left-side hub. When we went to reinstall it, it doesn't seem to fit flush whereas the old one did fit. There is an inner ring with several ribs that make the new hub stick out about 5/16" although the brake shoes, arm, etc. all fit perfectly. Is this hub from a different year bike or are we missing something in reassembly? Thanks and I apologize if there is some stupidly simple answer.

I recently saw this on some spare hubs I have.I tore down 4 Dreams when building mine and never noticed the difference until this winter when I wanted to swap a outer hub on one of my drums.I know one bike was a 64' and the rest were 65 or later I believe.Joe
