1969 honda 305 (locked up motor)

I have a buddies 305 engine sitting on my shop table (he stated it's locked up), but it looks great.. .any chance we have a transmission issue? Where to start?

Can you turn the drive sprocket (indicating that the transmission is in neutral)?
Is there oil in the case?
Pull the plugs, insert penetrating oil.
Try and turn the kick starter, what happens?

Sorry for the delay. I have a newborn and time is scarce. Just started on it again.

I can turn the sprocket in nuetral, but can't in gear. When in gear, I can pull the clutch lever, and can't turn it either, which I thought was odd. I'm having issue removing the transmission side of the case cover, due to the phillips screws being 50% soft, and 50% frozen. I can use a screw extratcor, but does anyone have a source for the kit of screws?

That said, when in nuetral, it should still kick over, and after a healthy dose of penetrating oil and tons of time, it still seems bound up.

Could a clutch issue, which probably exists, be the culprit?

Any of these engines that sat for any amount of time would probably have the clutch plates stuck together. The few I have torn apart were all stuck.Best bet is to pul the side cover and clean the clutch plates.
