Pulling the cam cover is a no go as at least one of the bolts is directly under the fram tube and cannot come off. Sprayed more PB, Heat, hammered, has not budged a mm. I am going to keep filling the exposed area of the boltin the cam cover and keep trying.

Removing spokes, Can i just use a flathead on the nut on the portion inside the rim?

You can but many times I find them to tight to use a screwdriver at first. I usually use a spoke wrench to loosen and then a power screwdriver. You will need a spoke wrench to tighten them.

So why are the spokes coming out?

I want to polish up the hubs, zinc plate the spokes, and will most likely need to rechrome the wheels.

From the search I finally found reference to them being 5.6mm, so ordered a spoke wrench that does 6 sizes including 5.6mm

Good plan. Sometimes the correct size is too tight.
