If you look closely at the frame you can see the outline of different upper shock mounts. Possibly the ones on it were cut down? Also the rear shocks look to have an eye at the bottom where I think CB92 shocks would have had a clevis. And if I'm seeing it right I think the rear fender would have ended higher on the CB92.

No, the CB92 shocks are eye to eye. But I'm also suspecting a little cosmetic surgery here. There are no mount holes for the tail light higher up on the fender where you'd expect. Also, the upper motor mount tabs don't look correct.
It's either a "do it yourself" Super Sport upgrade on a CA92 or hitherto un-named domestic half breed. If it weren't for the frame date, I'd even venture to guess factory mock-up for the super sport, which would be quite a find if documented, but as I said, 1960 is too late for that.

I just checked the fische on the CB92 and it looks like the shocks were eye and clevis.
I think it was a look-alike build. Have any more pictures of the front end? A CB92 wouldnt have tapped holes in the lower part of the fork for the chrome covers.

the mounts have not been cut down or modified the the rear fender is liped and has not been cut like that , the front does not have the holes for the crome inserts

Well even if the rear shock mounts have not beenn cut down you can still see a shadow of the larger full stock mounts. Still remains a mystery.

I guess it's just another of those oddball species endemic to OZ. It definitly doesn't fit the bill for anything in the North American market history. Kind of a "platypus" of Hondas.
There must be an old timer Honda expert somewhere down there, and even if you find him somewhere across the continent, at least you can direct him to the pic's posted here. I'd start by contacting the older Honda dealers, if they're anything like me, they'll have a bit of a network of people that have been in the business for awhile.
