I just received a "working" speedometer for my Dream the other day. Well, "working" must be a loosely defined term by some folks because it did not work.
I found a very detailed thread here on how to go through a Dream speedo.
I followed the posts and found there was a lot of rust inside. I soaked/cleaned the guts until everything was moving again.
My problem, and it may be normal but I don't know, is that the needle lazily returns to zero. It's still apart on my table. It looks to me like the hair-spring is a little sprung. Meaning, the outer wrap seems to have slack in it. It appears to me that the spring has some adjustment where the tail of it is staked in the flat vertical bar. Is the spring in fact adjustable there? Or is my speedo acting normally? I'm a little hesitant to do anymore work on this than is necessary.

Have you tried spinning the input with a drill? It probably spins up too fast, too.

The interface between the aluminium cup and the magnet should have only air between it. If you have 'dunked' the whole thing you have probably got some moisture in there still.

That part should always be kept away from moisture of any kind.

I have spun it with a drill with a dead battery. Also, I did dunk it, but have blown out as much as I could. I wasn't planning on adding any oil.

You may need to put a little watch or clock oil on the pivots that you can get to and yes, to answer your earlier question, the stop for the hair spring is adjustable. I would try to get everything cleaned and lightly (very lightly) lubed before you tweak anything....

A little more cleaning and poking around and I feel it's as good as it will be. I had a heck of a time getting all of the rust from between the cups.
