How to get a title...ok got it. In a lot of states now they do not issue a title for anything over 15 years. Up north here in RI, NH, VT. all that way. Most RMV web sites are pretty good now. like I said all they want is the money.getting things notarized and documented works the best. Here in Ma. We have to do an affidavit , They still kill YA on the Tax. Never again will I buy a bike without a title or with a rebuild/salvage title..except for parts…JMO
TitleIf you have a title signed over by the owner (either owner if it is an "OR" title; both if it is an "AND" title) in whose name the title appears, you should be able to take it to DMV and get it transferred into your name. If it is an "OR" title you shouldn't need anything else. If it is an "AND" title, the death certificate of the husband may be enough - DMV sill tell you.
There will be a fee for transfer. Your DMV can tell you what it will cost beyond that. Perhaps sales tax will be due. If you don't have a Bill of Sale they will probably have an Affidavit for you to fill out to declare the amount you paid. Don't be afraid of DMV unless your bike was reported stolen at some point. If it was the police will show up to take the bike. Let them. If that is the case you are in possession of a stolen vehicle. Don't spend any more time or money on the bike until you get your title worked out. You will probably find the DMV people very helpful. It is their job to make sure everything is legal with every vehicle in the state. They know how to do it. Let them help you.
Have you visited the DMV & let them look at what you have in the way of paper work.
Here in baton rouge we have a notary that handles all that...she takes the paper work to the DMV for us & in a few days she sends us the new title in our name... You need to explain that the bike is incomplete & does not run & is only worth $40 ...there will be no taxes due to speak of
