All Balls needle bearings, what spacer do I use?

I have a 67 scrambler. I bought the all balls needle bearing set and it says to measure the existing bearing stack to determine if you need to use the thin or thick spacer on the bottom. I don't have the original bearings that came off the bike, the bike was disassembled years ago and is just going back together now. Is there another way to determine which one to use?

use the 3mm spacer. that works on the cl's.

Does this look right, bottom flush, top sticking out. Both seem to be pressed in as far as they can go.

Yes; That is how they look installed. there is a definite lip in the steering head that they seat against you can feel when it hits solid.

I used the 3mm spacer under the bottom seal as suggested. When I assemble I don't have any of the threads on top for the first nut. Even if i removed the 3mm spacer i still wouldn't have any threads showing. Should the bottom race press in father?

You have't driven the lower outer race far enough into the frame. Looks to be about 3 - 5mm short of where it should be. Use a soft, aluminium, copper or brass drift and work your way round the bearing, keep going until it won't go in any further. You'll know when it's right as the noise will change.
