soak with pb blaster and apply heat. then use a flat screwdriver (i've used cold chisels and wood chisels also) and hammer to break the offending fastener loose.

it's on the bench, you have the skills/tools. split the cases and inspect.

engine parts are plentiful and reasonably priced.

spend some time reading posts, you'll get an idea on what to expect & look for. almost every detail about these bikes has been covered in one thread or another.

the throttle handle housing has a screw for adjusting friction on the throttle cable, that might be too tight.
