Hi Norm; just seen your query - if I'm not too late already, in the past, when powder coating was not particularly glossy, I used to do just what you are proposing and none of the paints I used, e.g. cellulose, enamel etc. had any bad effect on the powder- just gave a very deep, tough, glossy finish...
